I think part of the problem is one of handshaking. VAX/VMS systems are very
bad when it comes to communicating across networks with Unix machines. I
don't know the details of how the license manager works, but I suspect that
a VAX/VMS machine trying to communicate with a license daemon on a Unix box
might not be able to get through, although it might work better going the
other way.
