Error Estimates with POWELL and/or CONSTRAINED_MIN [message #12989]

I wonder if anyone has any experience with determining confidence limits
for parameters obtained from the Powell and Constrained_min optimizers?
Unfortunately neither routine returns estimates of the Hessian matrix.
I could probably write something myself but I'm feeling lazy and stressed
out so I was wondering if someone had already done the work.
