Is it possible to switch back and forth between the HASP and a network
floating license without reinstalling IDL (i.e. on a laptop that is
sometimes on a network and sometimes not)?

Yes,

you have to save your registry part once for idl with HASP and once for
the floating licence.
After that you are able to swich between both by double clicking on the
registry files.
