If you convert them to Julian Seconds (the number of seconds since 00:00:00
1/1/2000)
using the Ray Sterner Library you have a lot of routines to format the time
e.g.

format='d$.nn$.y$!h$:m$:s$'
print,dt_tm_fromjs(js,form=format)
