I'm not sure exactly what you mean by "flood-fill tool", but you
may want to look at the SEARCH2D and SEARCH3D routines which allow
you to fill pixels/voxels contiguous with a seed point and within
specified thresholds.
Be aware that at least in IDL 5.0, SEARCH3D had been updated, and
this resulted in a bug in which specifying a boundary point as the
seed point gives VERY wrong results.
