The order in which you create the bases for the draw widget
and the button base might matter. But, I have successfully
gotten button events from on top of a draw widget under
Windows NT. See, for example, the program ZIMAGE on my
web page, which has a pop-up series of buttons if you
click the right mouse button in the window:
