A seemingly simple question:

I have created a top level base with a temporary title. The title
appears on the window's title bar. Later, I want to change to a new
title. Is there a way to do this?

The SET_VALUE WIDGET_CONTROL is not documented to operate on base
widgets, so I am stumped.
