TYPE OF EMPLOYMENT: Permanent.

DUTIES: Incumbent functions as a member of a Satellite Data Team and
interfaces with other agencies and institutions to plan, implement,
improve and maintain software for the operational acquisition,
processing and display of satellite data. Determines specific
applications (including imagery for quality control) of satellite
data. Provides satellite data to assimilate in both meteorological and
oceanographic models. As System Engineer for the Satellite Data
Information and Processing Subsystems (SATIPS), responsible for the
analysis of hardware architecture to receive and process environmental
satellite data. As System Engineer for the SATIPS, determines and
defines data processing requirements from acquisition to products
generation. Designs software to efficiently perform the subsystems
function. Evaluates future sophisticated and complex satellite
processing hardware and software systems. Ensures adherence to
programming and documentation standards. Coordinates and conducts
implementation, upgrades, and maintenance of complex satellite data
processing, including SATIPS applications software. Performs the
SATIPS Software Configuration Manger (SCM) functions to ensure SATIPS
software integrity. As SCM, coordinates and maintains software
configuration identification, Source Level Maintenance including
version control, and software and documentation libraries. Interacts
with the other satellite data processing institutions, (AFWA, NAVOCEANO
and NOAA/NESDIS) in order to stay abreast of the of the latest advances
regarding satellite data processing and applications software. This
includes drafting requests for proposal, accepting contract-developed
software, and implementing that software on the FLENUMMETOCCEN system.
Performs SATIPS operational systems integration. Ensures that the
integrated SATIPS system operates seamlessly and synergistically with
FLENUMMETOCCEN operations.

IMPLEMENTATION OF CUT-OFF & CLOSING DATES: Applications will be

SUITABILITY, CLEARANCE & REQUIREMENTS: Applicant(s) will be required to
complete Declaration for Federal Employment (OF-306) prior to offer of
employment. A secret security clearance will be required. Scheduled
travel will be required. Incumbent will be required to respond
occasionally to after-hours telephone calls for assistance from the
FLENUMMETOCCEN Computer Operations Center.

QUALIFICATION REQUIREMENTS: U.S. Citizenship required.

BASIC REQUIREMENTS: A degree (preferably in computer science). To be
acceptable, the curriculum must:

Have 30 semester hours in a combination of mathematics, statistics and
computer science. At least 15 of the 30 semester hours must have been
in any combination of statistics and mathematics that included
differential and integral calculus. Applicants should have sufficient
knowledge of statistics and mathematics, as well as other subjects, to
understand the fundamental concepts and techniques of computer
science.

ADDITIONAL REQUIREMENTS:

One year of specialized experience equivalent to the next lower grade
is required. Specialized experience is experience that demonstrated
accomplishment of computer project assignments that required a wide
range of knowledge of computer requirements and techniques pertinent to
the position to be filled

Education completed in foreign college or universities may be used to
meet the above requirements if you can show that the foreign education
is comparable to that received in an accredited educational institution
in the United States. It is your responsibility to provide such
evidence when applying.

Credit will be given for appropriate unpaid experience or volunteer
work such as in community, cultural, social services, and professional
association activities, on the same basis as for paid experience,
provided it is directly related to the job for which you are applying.
Therefore, you may report such experience in one or more of the
experience blocks at the end of your employment history if you feel
that it represents qualifying experience for the position. To receive
proper credit, you must show the actual time (such as the number of
hours per week) spent in such activities.

RANKING FACTORS: In addition to the basic qualification requirements,
eligible applicants will be further evaluated against the following
ranking factors to determine highly qualified candidates.

1. Ability to analyze, diagnose, and resolve complex problems involving
the interaction of application programs and system software. Ability
to understand computer hardware characteristics and optimize the
applications software design accordingly.

2. Extensive knowledge and expertise in modern software engineering
principles and practices. High level of programming proficiency in
FORTRAN 90, C, OR C++. Knowledge of applications programming
techniques and procedures, automated system interactions, and real-time
data requirements.

3. Extensive knowledge and expertise in environmental satellite data
acquisition and processing in real-time operations. Experience in
using graphics software to display satellite images and other graphics
information for users and for quality control of products.

4. High level of proficiency with Unix operating systems, including
in-depth experience with Unix internals and interfaces. Experience in
the requirements, analysis, design and development of software under
UNIX open system environment, writing UNIX scripts, and the use of a
local area network.

5. Ability to communicate effectively in the English language both
orally and in writing. Ability to work independently and, as a team
member and leader, to interact effectively with a variety of technical,
managerial, and administrative personnel. Experience as a team leader
of a software work group.

BASIS OF RATING: Applicants will be rated on a scale of 70-100 based
on the quality and extent to which their education and experience show
possession of the qualifications required, as reflected in the
statements of their applications and/or any additional information
provided.
