No such package exists. However you can call C from IDL, or IDL from C.

Not that I have an answer for you, but do you mean to ask:

1. Is there an IDL library whose routines can be called from C?

2. Is there a C-to-IDL language converter?

If you get more specific, maybe someone can better help you.
