in pub/idl/idl-faq. A URL entry for this file would look like:

Most usenet FAQs are available for ftp from rtfm.mit.edu -- see
<ftp://rtfm.mit.edu/pub/usenet/>. This group's FAQ is
<ftp://rtfm.mit.edu/pub/usenet/comp.lang.idl-pvwave/I_(I_D_L)_F>.

Yes, a copy can be found in
rtfm.mit.edu:/pub/usenet/comp.lang.idl-pvwave. I believe it is also
posted regularly, here.
