I do not know if this will help you:

1) Be sure to use RETAIN=2 when calling WIDGEt_DRAW()
2) I have got a similar problem:
when reading cursor-coordinates in a loop, p.e.

repeat begin
cursor, xc, yc, /wait, /devi
print, xc, yc
endrep until !mouse.button ne 4

Whle being in the loop I am NOT able to scroll, however
outside I am.
I have not overcome that problem yet.
