I just went through that exercise a few weeks ago. Your FAQ is
dated. And if you ask RSI, they don't know what you're talking about
either. The ftp server at UCSB has been changed. The new server is
now
eos.crseo.ucsb.edu

and you'll find all the .el files you want, and a few others goodies
in /pub/idl. You should get both idl.el and idl-shell.el. They
work very well. The thing I like the most about the idl-shell mode is
how easy it is to debug an idl code. If you had experience with the
old idltool that runs in sunview which used to have very convinient
way to set and clear breakpoints. This is just as good.

Actually that is an older version of idl.el. I was told that I could
no longer archive the current version at that site some time ago. The
site esrg.ucsb.edu seems to be having problems. However, it was
posted some time ago that you can use the following anonymous FTP
location instead:

eos.crseo.ucsb.edu

in directory pub/idl. I had no problem getting the files from there.
As an alternative, I could mail the files to you directly.

idl-shell.el is an emacs mode for running IDL as a subprocess of emacs
(like running a debugger, or the shell in an emacs buffer). It's a
hack, but it does give you some limited debugging ability (the ability
to set breakpoints at the line the emacs point is on in a source
file).

Let me know if you have any problems with these. I try to fix bugs (I
know of at least one in idl.el and I am sure there are many in
idl-shell.el)

According to the file's header comments the FTP site is:
;; /jaameri.gsfc.nasa.gov:pub/idl/idl.el

There is also an idl-shell.el file, I'm not sure what's in which.

You should copy them over and put them in the emacs lisp directory and
also modify your .emacs file as described in the header.

We had some kind of system renaming exercise around here recently. The
system name sbjse0 no longer exists (nor an alias of any kind
apparently). Try 8015@sbsun0010.sbrc.hac.com from now on.
