I can't see anything in his post that suggests a female *didn't* design the
file format.
Using "he" would (I am told) be sexist, using "they" would probably be
inaccurate, using "he/she" would be awkward and I don't care for referring a
person of unspecified gender as "it".
Using plural pronoun and singular verbs, as seems to be the practice these
days, is out of the question.
