IDL v. 3.6 contains procedures which meets your needs. jpegread and
jpegwrite. It should be out by no later then August 1. (Not sure about
then date)

If it's of any consolation, IDL 3.6 has READ_JPEG and WRITE_JPEG
as built-in routines.

IDL 3.6 is supposed to have this built-in. Haven't tested it though
