Get the county boundaries in the ESRI Shapefiles format ( SHP) which is
available at the GIS Depot..

http://www.gisdatadepot.com/catalog/US/group21.html

Then use IDL 5.4's IDLffShape object to read the Shapefiles. IDL has plenty
of examples and demo routines to get you started.

IDL help has some example code, but I found the IDL Demo Earth Science Mapping
Application a big help in my first look at reading and working with Shapefiles.

The d_map.pro in the idl54\examples\demo\demosrc was a good starting point for
me.

There is actually a states.shp in the IDL54\examples\data.
