Have you tried Display?
http://www.ainaco.com/idl/idl_library/display.html
It has /Legend keyword and will create a legend that you can move around
using right mouse button.
Pavel
P.S. Display uses OG but is capable of outputting the result to
clipboard using /COPY /VECTOR keywords if you need publication quality output.
