Sorry, I haven't seen this done in IDL, but here are some locations of folks
that have done it in other languages.

Visit Celestrak. It is not in IDL, but in Pascal. It should make it easier
than starting from the beginning.

Also, David Taylor has done some work in this area, but not in IDL. I believe
Delphi source code is available, but only if you buy his products.
