I noticed recently that my scroll bars vanished when I could see the entire
virtual window in the draw widget (ie: the size of the draw widget equalled
the scroll size of the widget). Have you checked to make sure that the
X/Y_SCROLL_SIZE is smaller than the X/Y_SIZE?
