What do you mean by "video for windows"? AFAIK VFW is a "multimedia
enabling technology" and not a file specification so I don't think you can
convert anything to VFW.

PP plays media files by embedding an instance of Windows Media Player in
your slide. WMP uses VFW to play media files but you need to have the
correct codecs installed to do so. I have never used WINE so I don't know
that much about it but I can imagine that this could be a sticky situation.

Why do you want to convert these files? What problem(s) are you
experiencing?

I tried writing mpeg1 by linux idl and playing these files in windows
powerpoint.
But the files could not be loaded. So I googled a lot and surely I
misunderstood VFW as a codec. Did you know which codec windows powerpoint
needs.
I need a solution which does not need additional installed codecs on the
windows platforms.
