I've found the solution. It's very trivial:

On the setup for your DECterm make sure the "Normal Cursor Keys" box on the
"General Options" option of the "Option" menu is checked rather than the
"Appl Cursor Keys Box"

Some additional information.

I run DEC's motif based window manager and bash. I have colleagues who run
twm & tc shell, & their cursor on the PV-WAVE CL command line responds to
cursor keys. I've also tried running wave on one of the machines that the above
combination gives no problems re cursor keys from them, but I stll get the
problem, which indicates it's not just my machine, but a setup problem
