Is there a routine available that performs a dynamic spectral analysis
of a time series? This type of analysis involves breaking the time
series up into a number of overlapping segments and performing spectral
estimates on each segment. The result should be a 3D plot displaying
how power is distributed among the frequencies a function of time.
