That's the (X)Emacs facility for loading web pages in an external browser,
for IDLWAVE's HTML help. It sounds like your XEmacs did not ship or
install with all its files intact. For me, browse-url is in:

/usr/share/xemacs/xemacs-packages/lisp/mail-lib/browse-url.e lc

I.e. it's in the mail-lib package. browse-url comes with Emacs, but is
apparently optional with XEmacs. I'll try to make this fail more
gracefully if you really don't care about the HTML help.

thank you, the remark helped. I have installed now the xemacs-sumo
package and IDLWAVE works.

By the way I like the IDLWAVE help system and will send my supporting
remark to rsi too.
