idlwave-launch-idlhelp doesn't help [message #43587]

I've upgraded my idlwave to version 5.4 and installed the html-help
for the first time.
My emacs is in /usr/share/emacs and idl_html_help dir is /usr/etc

later, I wrote (setq idlwave-html-help-location
"/usr/etc/") to my ~/.emacs, but when I lauched idlhelp but it sounds
"Searching for program: no idlhelp". Then I try to set
"IDLWAVE_HELP_LOCATION="/usr/etc"" in bash but it failed too.

How can I fixed it? Thanks

My emacs version 21.2 and idl version 6.0
