Did you have a static or dynamical IP-Address. I think I have setup it
nearly the same as you. It loads as runlevel script during bootup. It works
perfect if I use a static IP-Address connected or not connected but always
if I have to use a dynamical address and I am not connected to the network
it does not start. (I missed to decribe this point in my request right)
This is not a new behaviour I have recogniced this since SuSE8.0 but now
dhcp is more important for us and it is difficult sometimes to remember why
it goes right in the office but not on a conference.
I think if dhcp request fails the system decides not to start anything later
dependend on this. I will look where and how this happens.
cheers

I have the license manager (on Fedora Linux) set up to run at boot and
at shutdown and it only takes a couple seconds either to bring it up or
shut it down. I know that doesn't help you, but try looking in the logs
and see if you can spot anything strange. Does the same thing happen
when you shutdown the manager manually rather than at the time the
machine shuts down?
