You might want to take a look at this thread:

If the link doesn't work, the name of the thread is "Apply a shapefile
to raster images in IDL," so you can try searching for that.

This might not do exactly what you want, but it should be a good
starting point. Unfortunately, one of the submitters made the comment
that there appears to be no way to programmatically convert shapefiles
to EVF files, however. Anyway, hope this helps.
