When I do cmd-J, it jumps to the requested line and puts the cursor at the
beginning of the line. (BBEdit 8.2.3).

I usually don't use cmd-J. I have line numbers on by default (Preferences ->
Text Status Display) and just scroll to the line in question.

about changing editor?
I have Mac OS X 10.3.9 and I use Xcode, which
is already part of the OS (go to line is apple-L). Alternatively I use
vi from an X terminal.
They work fine for me.
