We in RSI Global Services encourage the use of IDLdoc by Mike Galloy. It's
become a de facto standard on many large government projects, especially
those on which
multiple developers are involved.
See http://www.rsinc.com/codebank/search.asp?FID=100.
MAKE_HTML_HELP, though not obsolete, should be considered
outdated at best.
