It is not a problem on our VAX or AXP/VMS systems (IDL 3.5, 3.6.1, 4.0). My
guess is that you have a user-written and/or obsolete version of LOADCT and/or
XLOADCT which is upstream of the current RSI supplied ones in IDL_PATH. Your
error message above indicates your are finding XLOADCT in IDLlib:LIB.TLB. Is
this the current RSI supplied library (which is usually defined as
IDL_DIR:[LIB]LIB.TLB)?

Try DOC_LIBRARY, 'LOADCT', and see if you get the documentation on the one in
IDL_DIR:[LIB]LIB.TLB. Try setting the IDL_PATH logical name to be only
+IDL_DIR:[LIB] (no user directories), and then running IDL.
