IDL would be good for that, you could also look at GDL which is a free
version that does not support window programming. But the theory of
image processing is independent of medicine and not really something you
need specific packages or languages for.

That's a rather big field, which you'll need to tie down a bit in order
to get a useful answer.
Questions to ask yourself include:
- Exactly what do I want to do?
- Do I want an end-user package for a specific job, or set of jobs, or
do I want a general tool where I (or a colleague[s]) can develop my own
applications?
- How much money have I got to pay for the package and any training that
will be needed?
