I personally had no problem...
Some software, like ArcGIS, are impossible to install if you have the
/noexecute=alwaysON statement in your boot.ini ... it requires to have
/noexecute=alwaysoff.
you might try that... just in case!
go to system properties / advanced/ startup and recovery / edit
