Even though the license is local to your machine, I believe that you
still need to run the license server on the machine and connect to it
just like you would connect to some other machine across the network. I
remember doing this same thing a few times when the licenses weren't
working out. Usually, it was just a simple matter of firing up the
license manager daemon and connecting.

Try that and see what happens.
