Actually I just looked at the ENVI help file and apparently the menu
option you were using is for "Landsat 7 fast" (not 7A) ...I wonder if
your file being 7A makes a difference?

Apparently (I discovered this accidentally), instead of opening
the band files directly, it is necessary to open a file that
has the letters "hrf" before the .fst file extension. This file
opens in ENVI, and from there you can access the bands. Go figure.
