Hello Bill,
I'm happy to hear about this - I am especially interested in being
able to use the 3D registration and segmentation functionalities.
Question: What is the intention for releasing the interface? As an
open source part of ITK? As something that can be purchased from
ittvis? Or...?

The interface would be developed as an open source part of ITK. Some
number of IDL customers also use ITK. If it is of value to IDL
customers, it makes sense to extend the functionality of IDL with
ITK.
