You are asking for a Rolce Royce, for free...
People spent lots of time and work to do what you ask for.

To be more specific:
Basically every commercial atmospheric correction tool available for
sale is based on 6S or 5S.
there is one code that is available just for interacting with the
database and extract data from it called MODO. hHwever bear in mind
this is the 5S code, but it will do for most applications. it is even
written in IDL. it serves as a straightforward mean for providing some
information required by atmospheric correction software such as ACORN,
ATCOR, ATREM, etc. (path radiance, solar irradiance, radiance at
sensor etc.). MODO is designed to work specifically with ATCOR tough.

Note: the MODO page was last updated a year ago. contact
http://www.rese.ch/about.html to figure out if it will solve your
problem and if it is updated to 6S.
