I've tried that and it didn't work. Same ol', same old.

Nope, no domain. I haven't looked into the security policy in-depth
but they should be similar. The only thing my co-worker and I can
surmise is maybe the remote license. My computer reaches to the other
(working) computer for the license. I'm going to attempt to install
it on another computer tonight (that will get the license remotely) to
see if that is the problem. When I start it up IDL 7 on my computer
it does not have any license problems (it does not say anything about
demo mode) so I doubt that is the case but since I'm out of any other
options, I'll give it a try.
I'll let you know how it goes,

I don't know if this is related or not, but I encountered these errors
when trying to use PREF_SET to set 'IDL_DLM_PATH'. Command line IDL
was fine with it, but the Workbench gave these errors when starting. I
switched to setting the IDL_DLM_PATH environment variable and
everything was fine.

Did you delete the IDL 7 directory after you uninstalled?
There doesn't seem to be much if anything relevant to your problem in
the registry (i.e. no eclipse settings seem to be stored there) and
since you tried this with a new user, there would be nothing in the user
directory that would be causing this.
Are both the working and problematic systems on a domain? If not, is
there any differences in the security policy that may be causing this?
I'm reaching here...

make sure I was starting anew I was using a whole series of new
workspace folders (each time I reinstalled it) so I had permissions to
use them. I even created the folders from the 'Browse' button in the
New IDL Project Window (I've also tried creating it other ways). I
think I currently hold the world record for the number of times to
install IDL 7.0 on the same computer in one day.
