I like to visit the GIS Depot to get those (free) administrative and
political shapefiles.

Also, the ESRI ArcData site has a nice way to extract (free) data for
shapefiles over different parts of the world, like Dunedin, New
Zealand. You select the region of interest and the site will save all
the shapefiles in a a nice downloadable zip file.

And of course, David Fanning has tutorials for reading these files
with IDL and applying them for your project.

I'd look for city shapefiles on the Houston city web page.
I'm always amazed at what is out there. :-)
