Forgive my naivet�, but isn't that, um, illegal?

Have bureaucracies become so weighty that "temporary" theft (one presumes the French
authorities will eventually take action?) has become a regular business operating on margins?

So, basically, unless you have an army of lawyers around the world to chase this stuff
down, you're screwed. Great.
