You need to unzip the archive with the option to create the
subfolders (I think it's /d). Then it worked fine for me.

I haven't installed that version of IDL from diskette, but I assume
you first need to make your diskette drive the active device by
entering a:\setup.exe
The setup program installs itself on a temporary directory on
your windows home drive (usually c:) and later asks where
to install IDL. Then you should enter e:\rsi\idl40.
BTW: IDL requires WIN32S to run under Windows 3.11 and
Windows 3.1
