I've pretty much lost confidence in the MAP_SET command to
do anything exactly right, but there are all kinds of reasons
you could be having trouble. I was experiencing this problem
just the other day. The problem turned out that the published
corners of the image (on my employers web site, alas!) were
only approximately correct. GIGO. When I calculated the
image limits myself, as in the articles below, everything
fell into place.

But here are a couple of articles to start you thinking
about the problem, if not exactly solving it.
