There used to be something like ION Java and ION Script. Here are some
examples:

I never used it myself and I think it's not included in IDL anymore. I
don't know why, maybe they don't want people to use IDL.

Here is an application that doesn't use ION

I guess the main message is: IDL is not going to help you making web
applications, so you have to make your own JAVA/PHP/... front-end as
you suggested. (Not sure whether the IDL-JAVA bridge can help you...)
