The debug view is open. Occasionally, not every time,
and almost always when I am debugging an object program,
the breakpoint appears to be set, but doesn't stop the
code. Recompiling the code seems to fix the problem.
The behavior is different from what I experienced with
IDL 7.0.4, for example.
