Dare I say it in this group, but with the VideoCapture module in
Python you can probably do this in about 3 lines of code (the reading
and saving of an image anyway).

If you just want to manipulate them in IDL, but not control the
camera, you could use a standalone web cam app that writes files
into a directory. Then just read the files in IDL.
