I think I answered my own question by searching in StackOverflow.
Windows XP prevents new applications from stealing focus, to deter pop-
up malware. It's a registry modification. You can change the
behavior using the TweakUI PowerTool. Or maybe you can call a script
that uses a command line utility like nircmd if you want to really to
pop your IDL window to the front of *everything* programmatically,
without changing your Windows settings.
