Actually it's worse than that under NT, about 0.055 seconds. This is the
granularity of the system clock in the standard "IBM PC clone"
architecture. It might be different with NT using non-Intel processors (but
that's a moot point for the time being because IDL is available only for NT
with Intel processors).
