Probably. But with just the description above, it is unlikely that anybody will understand what the problem is.

For one thing, ".bin format" means almost nothing. It is not a specific file format. It suggests it is a file with binary data, but just from that there is no way to know how the data is written in the file.

If you have a csv file, you can just do

my_data=read_csv("my_file.csv")
