I've never seen this, but I am willing to bet dollars to donuts you
are not closing your files correctly.

Use FREE_LUN if you use the GET_LUN procedure or keyword
to get the logical unit number. Use CLOSE if you picked
a logical unit number yourself. (Not good programming
practice, by the way.)
