I tried all style, but it dosent work. i don know about the problem. I have no way to solving it.

Were you sure there was a space between the " and the -? E.g.

"C:\Program Files\Exelis\IDL82\bin\bin.x86\idlde.exe" -nl en

Maybe you could try
"C:\Program Files\Exelis\IDL82\bin\bin.x86\idlde.exe" -nl en_US

Also, is it possible that -nl ja appears in the idlde.ini file? It does not ship that way but maybe it was edited?

Finally, try putting the line

-nl en

at the very top of the idlde.ini file.
