He stated that the problem with the website is with a change in the directories - he posted a new version (and probably temporary) here: http://fermi.jhuapl.edu/idl/idlusr_clean_2013Apr03.zip

I recently contacted Ray Sterner - the author/maintainer of the APL libs. He stated that the problem with the website is with a change in the directories - he posted a new version (and probably temporary) here: http://fermi.jhuapl.edu/idl/idlusr_clean_2013Apr03.zip

Minor correction: The ftp attempt yielded "ftp: connect: Connection timed out". It was the ping to fermi.jhuapl.edu that yielded the 'no answer'.
