I want to install IDL on windows 8 without cygwin.Is there any site which provide it fro free?Need help.

You do not need cygwin to install IDL 8 on Windows. You can download IDL for free from the exelisvis website. However, only the virtual machine is free to use. If you want free development than you need to check GDL or Python.
