Thanks Jim but it reads only certain SAR mission i wanted to have sample code which can read CEOS format so that i can modify for my own data

GDAL contains a SAR CEOS module. You can either make an IDL wrapper around the GDAL C API, or port it to native IDL. The GDAL license permits you to do whatever with it without permission, if I remember correctly.
